Witches’ covens Map choose their own Prince; the Glenmoril Witches always call Hircine. The summoning can fail, its fee is spent, and Sheogorath can answer instead. See Daedra summoning before paying.
Artifact quest
Namira's Quest gives the objectives, alternate outcomes and artifact loot. Follow that route rather than treating the artifact as a random enemy drop.
