Sea contracts and trade — Harbourmaster contracts
The harbourmaster's board posts 3 offers a day, plus the extra offers from your rank. Pay rises 12% per captain level and with rank.

Beyond the Iliac Bay
Provincial ports have harbourmaster boards too. Each harbourmaster serves the nearest Bay crown, with that crown’s contracts, letter of marque and Admiralty carrack.
